Riding the Line – Personnel Lifting
In the hands of a capable crew with the appropriate training and equipment, personnel lifting, or “Riding the Line” can be utilized to increase efficiency and reduce physical strain on tower climbers. However, there are additional safety requirements that need to be taken into consideration. Some of these requirements include:
- A documented pre-lift plan, completed by competent person, and discussed with the entire crew during the pre-lift meeting
- A Proof Test of 1.25 times the maximum anticipated load
- Documented Initial, frequent, and periodic inspections of hoist, load line, and all lifting system components
There are also additional equipment requirements. Riding the line requires a base mounted hoist designed for personnel lifting. The hoist must be anchored against the line-pull and able to withstand at least 2 times the maximum force applied. Synthetic rope shall never be used for personnel lifting, cables must be wire rope (IPS) grade and (IWRC) with a minimum diameter of 3/8”. Additional equipment and rigging requirements include but are not limited to:
- All personnel lifting must use either an overhaul ball and/or engineered personnel platform
- The WLL of all lifting system components shall be de-rated by a minimum factor of 2
- Personnel lifting must utilize a personnel platform and/or overhaul ball
- A documented two-blocking prevention procedure
To maintain effective communication the operator and signal person should use industry standard, or company designated hand signals. If hand signals are impractical or would create a hazard, 2-way selective frequency radios with a dedicated channel may be used. The operator should use a hands-free system, and communication should be clear, reliable, and effective.
Whether using an overhaul ball or personnel platform there are some additional fall protection requirements that may include but are not limited to:
- Maintain continuous fall protection when transitioning from ball or platform to tower
- Only use designated anchorage points while using platform
- Bottom attachment of overhaul ball must use double locking mechanism
- Fall arrest and work positioning system must use different attachment points
- No more than 2 employees on the overhaul ball at any time
- Must wear full body seat type harness or use approved boatswain chair
- Only attach to overhaul ball or personnel platform during lifting operations
